Chinese State Media Paid $19 million To US Publications For Advertising, Printing: Report

One of China’s main propaganda outlets has paid US newspapers nearly USD19 million for advertising and printing expenses over the past four years, The Daily Caller reported citing documents filed with the US Justice Department.

China Daily, an English-language newspaper controlled by the Chinese Communist Party, has paid more than USD4.6 million to The Washington Post and nearly USD6 million to The Wall Street Journal since November 2016, the documents showed.

Both newspapers have published paid supplements that China Daily produces called “China Watch.” The inserts are designed to look like real news articles, though they often contain a pro-Beijing spin on contemporary news events.

One insert from September 2018 touted an initiative pushed by Chinese President Xi Jinping with the headline: “Belt and Road aligns with African nations.” The same insert ran a story titled “Tariffs to take toll on US homebuyers” that asserted that US tariffs on Chinese lumber would raise the cost of building homes in the United States.

As per the Justice Department reports, China Daily also paid for advertising in several other newspapers, including The New York Times (USD50,000), Foreign Policy (USD240,000), The Des Moines Register (USD34,600) and CQ-Roll Call (USD76,000).

It spent a total of USD11,002,628 on advertising in US newspapers, and another USD265,822 on advertising with Twitter.

The Justice Department has for years required China Daily to disclose its activities semi-annually under the Foreign Agents Registration Act (FARA). The most recent filing, which China Daily submitted on June 1, is the first to include detailed breakdowns of payments to American news outlets. The outlet disclosed those expenditures for the period between November 2016 and April 2020.

The Los Angeles Times, The Seattle Times, The Atlanta Journal-Constitution, The Chicago Tribune, The Houston Chronicle and The Boston Globe are all listed as clients of China Daily. The Chinese outlet paid the Los Angeles Times $657,523 for printing services, according to the FARA filings.

Pro-democracy groups have long warned about the Chinese government’s attempts to push propaganda through American news outlets.

The report comes at a time when China Daily, as well as other Beijing-controlled propaganda media outlets, have come under intense scrutiny owing to the coronavirus pandemic. Chinese government officials have tried to divert blame for the spread of the virus to the United States and other Western nations. Many of the regime-controlled outlets, including China Daily, have echoed the communist leaders’ talking points.

The report quoting its sources called the attack by Rafale jets as a response to Turkish Defence Minister Hulusi Akar’s visit to Libya.

The Turkish presence in Libya is highly undesirable to both Egypt and France and the former has even warned to intervene militarily in Libya if the Turkish-backed militias tried to head towards Sirte. France has also called the Turkish moves as “unacceptable,” emphasising that it would not permit this to continue.

But this recent airstrike on al-Watiya airbase reportedly by 4++ generation Rafale jets displayed that the boundaries in airspace differ from the boundaries on land drawn by Egyptian President Abdel Fattah al-Sisi. Indeed, basing fighter jets and drones in al-Watiya pose a direct threat to any military deployed in the region.

Sisi has discussed the possibility of directly intervening in Libya, pointing out that Egypt “will not allow the conflict in Libya to cross the Sirte line.” He also emphasised that “with regard to Egypt’s security, al-Jufra is a red line that we will not allow any force to cross.”

The Tripoli government accused “a foreign air force” of bombing al-Watiya base, without furnishing any information on the identity of the aircraft or the targets attacked. Even though Turkish and Qatari media rejected any casualties, the Libyan source, however, claimed that many Turkish soldiers were injured or dead in the airstrikes by Rafale jets.

A retired Libyan army officer revealed to Arab Weekly that a squadron of fighter planes launched a series of airstrikes on al-Watiya base, where Turkey had deployed F-16 aircraft, Bayraktar TB2 and Anka-S drones, backed by a MIM-23 Hawk air defence system with its radars.

He further said that the air raids targeted the al-Nadab quarters at al-Watiya base, which the Turkish forces on the base had used as their headquarters since last May. Also targeted were Sungur air defence systems, fixed and mobile radar installations and Koral signal jamming system, which the Ankara had deployed at al-Watiya base.

Libyan parliament member Ibrahim al-Darsi later acknowledged and “the airstrikes were launched by forces all too well-known to us,” and added that the targets of these attacks were “a clear message and constituted a strong and painful slap in the face of Turkish President Erdogan and his proxies in Libya, especially the militia government headed by Fayez al-Sarraj.”

Bedi writes that the veiled CAATSA threat by the US, targeted at India for purchasing Russian fighter jets seems to be more a commercial bludgeon than a lawful effort to punish a politically intrusive Russia.

Accordingly, it also leads to the clear picture that the CAATSA stems largely from US’ resentment with the Indian government for not acquiring US fighters like Lockheed Martin’s F-21 and instead opting for Russian Su-30MKIs and 21 MiG-29s.

The US has long been craving to sell the customized F-21s to India which was unveiled at Aero India 2019 in Bangalore.

Bedia writes that little more than a re-branded F-16 that dates back to the mid-1970s, it makes great economic sense from the US perspective to ‘sell’ India to licence-build this fighter for the IAF to meet its requirement for an additional 114 combat aircraft to make up for the depleted fighter squadrons.

With F-16s being phased out of the US Air Force, and their plant at Fort Worth in Texas closing down, moving the ageing fighters’ manufacturing unit to India, would keep the line going for few more years, while also providing employment opportunities in the US under Donald Trump’s ‘America First’ drive.

India going with Russia and French fighter jets has exasperated the US and could well be the motive behind its veiled threat of invoking CAATSA against India.

Sizeable investments have already been made in oil and gas, mining, banking, pharma, textiles and other sectors in African countries under the strategic initiative, “Focus Africa” by the Government of India launched in 2002.

Zhang Yongpeng, a senior research fellow at the Chinese Academy of Social Sciences’ Institute of West Asian and African Studies noted that even though India posed a challenge to China’s strategy in Africa, for instance in bidding for commercial projects, the economic threats were not daunting for now.

“India tends to have largely positive perceptions as a fellow Global South democracy. China can sometimes be more controversial, for example, due to the recent ill-treatment of Africans in Guangzhou,” stated Cobus van Staden, a researcher at the South African Institute of International Affairs.
