EESL and GAIL sign a MoU for Trigeneration Projects

Kolkata, June 4 — GAIL (India) Limited and Energy Efficiency Services Limited (EESL) has signed a joint Memorandum of Understanding (MoU) for cooperation in the development of Trigeneration projects in India.

The MoU aims at building a closer strategic partnership between the two companies by jointly exploring business opportunities in the Trigeneration business segment in India.

Under this MOU, GAIL & EESL shall jointly undertake studies and if found viable, 50:50 joint venture between GAIL & EESL will be incorporated for undertaking Trigeneration or Combined Cooling, Heat and Power (CCHP) typically involves natural gas-fired generators to produce electricity.
The waste heat from flue gas is recovered to produce hot water / steam which in turn used for heating purposes and also in absorption chillers for cooling.

GAIL’s Executive Director (Business Development & Project Development) Santanu Roy and EESL’s executive director Amit Kumar Kaushik signed the MOU in New Delhi on Wednesday in presence of Manoj Jain, C&MD – GAIL and Saurabh Kumar, MD – EESL through video conference.

During the signing ceremony, Mr Jain stated, “There is a significant market potential for trigeneration projects in India, particularly small industrial & commercial sectors and office buildings.
As trigeneration business is at the initial stage, the collaboration would enable to take first-mover advantage in the trigeneration business similar to GAIL’s city gas business. Further, it would also push gas usage in new applications which is in line with GAIL’s Strategy 2030. Accordingly, the strategic partnership between GAIL & EESL is a win-win situation for both the companies”.

EESL MD Saurabh Kumar added, “The intervention potential of trigeneration technology in revolutionising India’s energy landscape is significant. EESL is proud to pioneer the effort towards harnessing this potential with GAIL which will set a precedent for upcoming trigeneration projects. I wish both the parties all the very best for the successful implementation of this initiative”.

Energy Efficiency Services Limited (EESL), under the administration of Ministry of Power, Government of India, is working towards mainstreaming energy efficiency and is implementing the world’s largest energy efficiency portfolio in the country.

Anti-China sentiments in India are at an all-time high. Recently India banned 59 Chinese-owned apps, including TikTok, while Chinese firms are being obstructed from participating in highway and other major tenders and projects.

The Indian hotel industry group also issued a blanket ban on Chinese tourists. “In view of the nefarious activities of China, it has been decided that no Chinese will be accommodated in Delhi’s hotels and guest houses from now onwards,” the Delhi Hotel and Restaurant Owners Association said in a statement in late June.

Reports suggest that goods from China are being delayed at Indian ports, and the Indian government are planning to impose higher tariffs and rigorous quality controls on shipments.

“Trade frictions, even symbolic ones, are obviously bad for business,” Pravin Krishna, professor of International Economics and Business at Johns Hopkins University, told DW. “As of now, it is not quite clear which goods are being held up at the ports and what the extent of the delay is.

The exact impact on businesses will clearly depend on their inventory positions and so on and this will vary quite widely across sectors and firms,” he said. “I imagine most businesses can manage delays, but perhaps not complete blockades.”

Bilateral trade between India and China was estimated at $88 billion in the 2018-19 fiscal year, but India recorded a massive $53.5 billion deficit with China — the biggest trade deficit India has with any nation.

China is also India’s biggest source of imports and exports more than 3,000 products to India at very competitive prices. Moreover, India has become a major destination for Chinese investment with key Indian startups like Zomato, Paytm having received millions of dollars’ worth of funding from China.

The total planned and current Chinese investments in India are estimated to be about $26 billion, according to the US think tank Brookings. Experts say – there is no easy pathway for India to reduce its current dependence on China and decoupling from China will be a slow, gradual process.

Observers believe that a trade conflict will likely be costly for both sides, especially given the timing of the current tensions. Both India and China have already been hit hard by the COVID-19 pandemic, which has created massive challenges for both the governments.

Their economies are undergoing a sharp devaluation. In India’s case, the rigorous lockdown has resulted in severe economic losses and the International Monetary Fund (IMF) now expects India’s GDP to shrink 4.5% this year.

To counter the economic collapse, Indian PM Narendra Modi launched “Atmanirbhar Bharat,” a campaign for a self-reliant India that aids businesses to make products in the country instead of relying on imports. This is in addition to the “Make in India” initiative.

Sumit Ganguly, professor of Political Science at the Indiana University Bloomington told DW – “Frankly, I think it amounts to foolish, anachronistic and pointless sloganeering,” adding that this is a “populist cry” and “will amount to little or nothing.” “The initial emphasis on self-reliance was coupled with rampant protectionism and had terrible consequences for Indian industry not to mention the hapless consumer,” he argued.

After India gained independence, import substitution industrialization, a policy centring on displacing imported goods with domestically produced ones, was the guiding principle of economic experts in the country.

Successive Indian governments from 1947 to 1991 followed this inward-looking model of economic development, but it chained private organizations and eventually proved disastrous in turning India into an industrial and economic power.

As a balance of payments crisis in 1991 pushed New Delhi on the verge of bankruptcy and the Indian government was compelled to introduce significant reforms and liberalize the economy.

If ‘self-reliance’ is merely an appeal to organizations to become more resourceful — that is fine,” Krishna said. On the other hand, if it is an appeal for import substitution, I would be worried: India’s experience with this in the past has been calamitous.

“Regarding the dispute with China, I sincerely hope it is not used as a pretext for a generalized return to protectionism.”

The US is now looking at options to ban Chinese mobile applications (apps). The decision comes a week after India banned 59 Chinese apps in retaliation to the violent clashes between Indian and  PLA troops in Galway Valley, Ladakh.

In an interview with Fox News, Secretary of State Mike Pompeo said that the United States is ‘certainly looking’ to ban Chinese social media apps, including Tiktok. “I don’t want to get out in front of the President (Donald Trump), but it’s something we’re looking at,” Pompeo said.

The US has expressed concern ver TikTok’s handling of user data, saying they were worried about Chinese laws requiring domestic companies “to support and cooperate with intelligence work controlled by the Chinese Communist Party.”

Similar views were shared by the Indian Ministry of Information and Technology when it banned 59 Chinese apps including Tiktok, Wechat, Shareit, UC Browser etc last week.

The biggest news trending is that Chinese Apps have been banned in India. The Chinese apps have been blocked by the Indian government after the deadly clash between Indian and Chinese soldiers along the contested border which left 20 Indian soldiers dead.

The Indian ministry called the Chinese-owned applications as “prejudicial to sovereignty and integrity of India, defence of India, the security of the state and public order.” The Indian Cyber Crime Coordinate Centre under the Ministry of Home Affairs sent an exhaustive recommendation for blocking these “malicious apps”.

The ministry said that it has “received many complaints from various sources including several reports about the misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India.”

“The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures,” it continued.

Chinese state media – the Global Times wrote – #Breaking: Amid tensions with #China over border issues, #India has banned 59 Chinese apps including #TikTok, UC Browser, claiming they are “prejudicial to sovereignty and integrity of India, defence of India, security of state and public order.”

Banned to be used both on mobile and non-mobile Internet-enabled devices, the apps have become a household name in India. Aakriti Juyal, a content creator on TicTok which has about 119 million active users in India tells EurAsian Times that “This is absolutely against individuals like us who solely depend on these apps. The government must look for better solutions for the issue.”

The move comes a day after Prime Minister Narendra Modi said India has given a “befitting response” to China. He also spoke of the countrywide call for the boycott of Chinese goods, juxtaposing it against the government’s “Atma Nirbhar Bharat” campaign. “We will buy local and be vocal for local and this will help India become stronger,” he said.

The move by the Indian government comes weeks after the deathly clash between Indian and Chinese troops at Ladakh’s Galwan Valley. The brawl that killed 20 Indian soldiers and injured more than 70 had led to anti-China sentiments in the country.

The Indian countrymen stood up in nationalistic fervour against China by launching a campaign to boycott Chinese products. Previously, China has warned India of repercussions in business and has threatened the possibility of being replaced by other Southeast Asian markets “if the boiling nationalist sentiment continues unchecked in India”.

Earlier, Chinese state media had stated – cutting economic ties with China is not easy. And, Chinese enterprises that have investments in or intend to explore the Indian market should be very cautious of erratic nationalism, and carry out a comprehensive assessment before putting their investments in the country. The same scenario also applies to foreign investments from other countries or regions if they cannot guarantee a permanent amicable relationship with India.

Under such circumstances, bilateral trade between China and India is likely to drop one third on a yearly basis in 2020, and could even dive by 50 percent.

China and India have developed close economic ties in the past years, with both sides maintaining comparative advantages in certain sectors like auto manufacturing, telecommunications and pharmaceuticals. Highly dependent on Chinese supplies, many Indian industries cannot afford an irrational boycott of Chinese components. It would take India years of huge efforts to find a substitute, either by shoring up its own industries or luring investment from other countries.
