The EUÂ reaffirmed its steadfast support for the rules-based international order and expressed serious concerns over the actions of Pakistan, China amongst others over enforced disappearance and persecution of religious minorities.

The Council of the European Union is the third of the seven institutions of the European Union (EU) as listed in the Treaty on European Union. The Council of the European Union and the European Council are the only EU institutions that are explicitly intergovernmental, which is forums whose attendees express and represent the position of their member state’s executive.
The areas to be focused by the EU include sexual and gender-based violence; climate change and environmental degradation; new and emerging digital technologies; human rights defenders; death penalty; use of torture and other cruel, inhuman and degrading punishments; democracy and respect for rule of law; freedom of opinion and expression; all forms of discrimination; rights of minorities; children rights; terrorism; International Humanitarian Law including support for UN-mandated commissions of inquiry and international mechanisms; refugees, internally displaced persons and migrants; and implementation of UN guiding principles on business and human rights.
The EU is its report says that it remains seriously concerned by the widespread use of torture and other cruel, inhuman or degrading treatment or punishment around the world.  The EU says it will continue calling on all states to ensure that allegations of cases of torture, enforced disappearances and extrajudicial killings are promptly and effectively investigated in an impartial and transparent manner.

In that respect, it continues to follow with serious concern numerous reported cases, notably in Burundi, Russia, the Democratic Republic of Congo, North Korea, Egypt, Libya, Myanmar, Nicaragua, Pakistan, Philippines, Saudi Arabia, South Sudan, Syria and Venezuela and Yemen.
The EU says it remains severely concerned about the reported cases of ill-treatment and torture under detention in China and calls on the authorities to thoroughly investigate them.  The EU will continue to strongly oppose all forms of discrimination including on grounds of sex, race, ethnic or social origin, religion or belief, political or any other opinion, disability, age, sexual orientation, and gender identity. The EU says it will continue expressing concern at persistent cases of violations and abuses against persons belonging to minorities observed, including in Cameroon, Myanmar, Pakistan and Russia.

The EU report also said that it is watching with grave concern the situation in Xinjiang, China with particular regard to the existence of a large network of reeducation camps and widespread surveillance against Uyghurs and other minorities. The EU will continue to call for the respect of freedom of expression, cultural diversity and freedom of religion or belief, not least in the Xinjiang Uyghur Autonomous Region and the Tibet Autonomous Region.
