Javed Nalka – When A Srinagar Municipality Worker Shot To ‘Fame’ With JKLF

Javed Nalka – the name might sound weird but the JKLF member has been known as a notorious militant in Jammu and Kashmir.

Before he became a militant, Javed Ahmad Mir was an ordinary employee of the Srinagar Municipality who went by the name of “Javed Nalka” among those willing to engage his services. This is how he acquired the name – ‘Nalka’ (Water Tap)

It was almost thirty years after four Indian Air Force (IAF) personnel were killed in a terror attack carried out by Jammu and Kashmir Liberation Front (JKLF) terrorists that Javed Mir aka ‘Nalka’ was arrested in October last year for his role in the killings.

What is JKLF?

The Jammu Kashmir Liberation Front (JKLF) was founded by Amanullah Khan. It is active in both Pakistan-administered Kashmir and Jammu and Kashmir. Originally a militant wing of the Plebiscite Front, it changed its name to JKLF in Birmingham, England in May 1977.

After 1994, the JKLF under the leadership of Yasin Malik declared an ‘indefinite ceasefire’ and reportedly disbanded its military wing. It committed itself to a political struggle for achieving its objective of independence for the entire region of the former princely state.

In 2005, a rival faction of Yasin Malik inside JKLF formed a separate organization “JKLF(R)” with Javed ‘Nalka’ Mir as its convener.

The JKLF has been responsible for the illegal funneling of funds for fomenting terrorism in Kashmir Valley. It has been actively involved in raising funds and its distribution to Hurriyat cadres and stone-pelters to fuel unrest in the Kashmir Valley as well as for other subversive activities.

The organization was also involved in the kidnapping and killing of Ravindra Mhatre, an Indian diplomat posted in the UK, in 1984.

A week later, India executed Maqbool Bhat, a JKLF activist, who had been sentenced to death. In March 2019, the Indian government banned the JKLF under anti-terror law.

Javed Nalka’s Role In JKLF

Javed ‘Nalka’ Mir was named as an accused in the 25th Jan 1990 attack along with others, which included lkaJKLF chief Yasin Malik. The Central Bureau of Investigation (CBI) had charge-sheeted Malik, Nalka and four others before an anti-terrorism court in Jammu in the same case.

Nalka was granted a stay on trial by a single bench of the Jammu and Kashmir High Court in 1995.

Javed Nalka shot to fame when Yasin Malik was put behind bars from 1990 to 1994 for his role in the Kashmir militancy. During that period Nalka became the “Acting Chairman” and the de-facto supremo of his group.

That is when he took to wearing lavish clothes, and with his beret and sunglasses. Nalka also had a revolver that he would brandish and play with during his numerous press conferences.

He loved to project a macho image in those press meetings, dispensing his pearls of wisdom and authority.

Javed is also accused of being involved in the Dec 1989 kidnapping of Rubaiya Sayeed, daughter of former J&K CM and the then Union Minister Mufti Mohammad Sayeed in Srinagar.
