Pakistani, Indonesian Links Emerges With Delhi Riots, ACT Rejects The Claims



The news about an Indonesia based non-government organisation (NGO) having funnelled massive amounts to flare up Delhi riots and having links to terrorist outfit Lashkar-e-Taiba’s (LeT) charity wing Falah-e-Insaniyat Foundation (FIF) has come as a massive revelation for the Indian government.

In a major development, the Indian security agencies have flagged Indonesian NGO Aksi Cepat Tanggap (ACT) for sending Rs 25 lakhs to India via Dubai through a hawala route under the garb of providing assistance to riot-affected Muslims but instead used it to fuel the riots.

The development comes out just a day after Union Minister for Home Affairs, Amit Shah apprised the Parliament that money had been funnelled from abroad to foment the riots which killed 53 persons and injured more than 500 others.

The NGO in question is believed to be a highly radicalised Muslim organisation and has helped Jamaat-ud-Dawa (JUD), the parent organization of LeT, co-founded by globally designated terrorist Hafiz Saeed.

It is also said that the NGO was also planning to send a team from Indonesia to North-East Delhi for ‘targeted’ distribution of funds. Reportedly, the controversial organisation has also reached out to Rohingya Muslims at Cox’s Bazaar in Bangladesh following sectarian clashes near the Myanmar border.

ACT has denied allegations that it tried to fuel the riots, saying that they only helped the ‘Muslim’ victims of the Delhi riots. In a press conference held on Friday, the organisation said that they have been conducting humanitarian programs in India since 2017.

Claims Rejected

Indian media company reported on Thursday that the ACT had funded the violent riots. Syuhelmaidi Syukur, a member of Board of Trustees of ACT, said, “As a humanitarian organisation, we always maintain an independent stance upon implementing our programs. Our objective is to give humanitarian aid since it is our duty”.  The NGO said that it provided food, housing, medicines to victims in need.

It is worth mentioning here that although ACT is an NGO, their social media accounts and website have posted messages asking people to help ‘persecuted’ Muslims. In 2018, the National Investigations Agency (NIA) busted a hawala module and arrested 3 operatives of Falah-e-Insaniyat Foundation.

According to reports, the NIA conducted simultaneous raids at several locations in Delhi. The three arrested operatives are Mohammad Salman, Mohammad Salim and a Srinagar based hawala courier named Sajjad Abdul Wani.

It also merits attention that since coming to power, the Modi Government has cancelled licenses of thousands of NGO’s for failing to submit their annual returns and violating Foreign Contribution Regulation Act (FCRA) while also compromising national interest.

Recently, the Indian intelligence agencies picked up cross-country electronic communication where people believed to be Pakistani operatives were reprimanding their sources for failing to organise anti-CAA protests with enough mobs on March 3-4 despite the funding at their disposal.

In one such call, the handler attacked his sources for failing to organise an anti-CAA protest and stated that he had to explain to his higher-ups for the lack of crowds. The Pakistani cyber cells had been at the helm of misinformation campaigns, following the abrogation of Article 370 in Kashmir.
