Vladimir Putin to Run for Russian Presidency in 2018 Again

Vladimir Putin will run for a new presidential term in 2018. The head of state himself said this at a meeting with veterans and workers of the GAZ auto plant.

“Yes, I will run for the presidency of the Russian Federation,” said Vladimir Putin

The words of Vladimir Putin were greeted with applause. “Thank you for this reaction,” Putin said to the car factory team. “Thank you for your work, for your attitude to the case, for the country,” he continued. “I am confident that everything will turn out well for us,” the President stressed. The term of office of Vladimir Putin expires on May 7, 2018.

In 2018, Putin will participate in the election campaign for the fourth time as a presidential candidate. In case of victory, he will have to hold the post of head of state for another six years, from 2018 to 2024.

Vladimir Putin was first elected head of the Russian state for a 4-year term in 2000. After the resignation of the first president of the Russian Federation, Boris Yeltsin, on December 31, 1999, he was appointed the acting president.

On January 12, 2000, the initiative group nominated him to take part in the early elections of the head of state, and a day later Putin agreed to run, as he reported in his native city – St. Petersburg, speaking at the St. Petersburg State University.

On his intention to run for a second term in the 2004 elections, Putin said during the “Direct Line” on December 18, 2003. This statement was made from a studio in Moscow, from where he answered the questions of Russian citizens.

After the term end in 2008, Vladimir Putin did not have the right to qualify again for a top state post, since the Russian Constitution forbids one person to serve as a president for more than two consecutive terms. Putin was forced to resign for which his subordinate Dmitry Medvedev was appointed as the President of Russia.

On September 24, 2011, Medvedev invited United Russia to support Putin’s candidacy for the 2012 presidential elections. This initiative was put forward at the party congress in Moscow. Putin gave his consent, won the elections and, taking into account the updated legislation, took the term of the president by four years and not six.

Until recently, Putin did not give an answer to the question of whether he would run for the presidency in 2018. In his view, the early announcement of such plans is bad for the work of officials who are beginning to pay less attention to administrative activities, and more – to the election campaign.

In October 2017, during a session of the Valdai Discussion Club, Putin answered the question about the main overriding goal of the Russian president, who in 2018 will take office. He said that it is necessary “to make Russia very flexible and highly competitive.” “Flexible in terms of forms and methods of management, flexible from the point of view of developing the economy, looking to the future in terms of introducing the latest technologies, assessing these opportunities and their application,” he explained.

“We must, of course, strengthen our defenses, improve our political system, so that the living standard is developed in accordance with how the whole world is developing,” Putin added.

Keeping in mind the situation in Ladakh, France said that it would accelerate the delivery of Rafale fighter jets to India. Aviation experts believe that the arrival of Rafale fighter jets will significantly boost the combat capability of the Indian Air Force (IAF). However, according to Russian experts, who did not wish to be named, the French fighter would not help India much incase the conflict turns hot.

The astronomical cost of Rafale fighter jets is one of the reasons the French 4++ fighter jet would not help India. In the deal struck with Paris, New Delhi agreed to purchase 36 Rafale Jets. The total cost of the deal was an estimated Rs 59,000 crore with each jet costing around Rs 1,646 crore.

The cost of a Rafale is about three times higher than the Chinese J-20 stealth fighter jets. In other words, for 36 French-made Rafale fighters that will appear in the Indian Air Force, China can respond with three times as many of its fifth-generation J-20 fighters – for the same money.

Even if, in some ways, the characteristics of the Chinese combat aircraft lag behind the French 4 ++ fighter jet, then the Indian air force could get overwhelmed by what is called “capable of crushing by quantity”.

And the cost is not the only reason why Rafale jets would not help India much. Compared to another Chinese jet – J-16 (an analogue of the Russian Su-35) which Beijing is also using in its airforce, the Rafale jets will find it extremely challenging to outgun the Russian Su-35s operated by the Chinese.

The maximum speed of the Rafale jet is about Mach 1.8 and the J-16 is Mach 2.2. The Rafale’s practical ceiling is also lower than the J-16s. Even in engine thrust, the Chinese J-16s aka Russian Su-35s are far superior to the French combat aircraft.

Even if the IAF was to deploy all 36 of its newly acquired jets, the technical superiority would still be on the side of China, claims the Russian expert.

The IAF has been on high alert in Ladakh and is closely monitoring all Chinese activity near the Line of Control.  As reported by EurAsian Times, New Delhi has inked a deal with Moscow to buy 33 new fighter aircraft including 12 Su-30MKIs and 21 MiG-29s along with up-gradation of 59 MiG-29s. The addition and up-gradation of jets have been approved to strengthen India’s air power.

Russian technicians continue to provide maintenance to Indian Navy’s aircraft carrier INS Vikramaditya, despite the all the regional tensions and COVID-18 pandemic, Russian news agency TASS quoted a leading defence portal.

A group of Russian technicians who are supporting the Indian navy in providing timely maintenance for the aircraft carrier INS Vikramaditya have not left the country.

Despite the delays with the carrier’s acceptance for service, INS Vikramaditya offers ample opportunities for India’s Navy and allows New Delhi to keep its domination in the Indian Ocean, the news portal said in its article.

INS Vikramaditya is a heavy upgrade of the Russian aircraft-carrying cruiser Admiral Gorshkov. The work on the ship’s heavy upgrade was carried out at the Sevmash Shipyard and the flattop was handed-over the Indian Navy on November 16, 2013.

Having rebuked Mark Esper’s remarks, Lavrov went on to point out that the military usually “exhibits more cautiousness in situations that could lead to conflict, especially hot ones.”

“These days, in their dialogue with us, the US seeks to drop the very term ‘strategic stability’ and replace it with ‘strategic competition’,” he continued. “Therefore, this philosophy itself suggests that the Americans are preparing for conflict with any country that would seek to protect its interests. This is bad, bad for the US itself,” Lavrov cautioned.

The top Russian minister speculated that, by adorning some threats from Russia and China, the US seeks to divert the American public’s attention from the current domestic discord that has been intensifying.

“Perhaps, election campaign concerns are playing their role, in addition to the fact that political points have to be scored,” he added. “However, this is sad if this is done by removing checks and balances on the global arena, or by giving various ventures free reign in order to win additional votes.”
