Later, the National Security and Defense Council specified that initially, 169 people checked in for the flight, but two did not board. According to Interfax-Ukraine, their identities were not specified and it is only known that they were not the citizens of Ukraine.

Additionally, as reported by the head of the Ministry of Foreign Affairs of Ukraine Vadim Pristayko, there were 82 Iranian citizens, 63 Canadians, 10 Swedish, 4 Afghans and 3 citizens of the UK and Germany.
